  • NM 522: The Carlos R. Cisneros Memorial Highway
John Collier Jr.'s 1943 photograph of the highway junction in Questa, with a gas station and the J.A. Rael Hall.

Every drive north from Questa follows a road with layers of history under its pavement. Today that highway, NM 522, also carries a name that honors one of Questa's own: in 2022, it was named the Senator Carlos R. Cisneros Memorial Highway.

Carlos R. Cisneros was a Questa man who served 34 years in the New Mexico Senate, from 1985 to 2019. Thirty-four years is an extraordinary span of public service, covering decades of change in New Mexico. Naming the highway north from his hometown for him ties his long career in Santa Fe back to the road home to Questa.

The road, though, is older than its memorial name, and older than its current number. It has been State Road 3 since 1930. That designation dates to an era when New Mexico's numbered highways were still young, and generations of travelers have known this corridor under its earlier identity as well as its present one.

Long before pavement and road numbers, people moved through this country on foot and on horseback. The highway loosely follows the north branch of the Old Spanish Trail, the historic route that once linked distant settlements across the Southwest. To drive north from Questa today is, roughly, to follow a path of travel far older than the automobile.

NM 522 is also part of a larger and much-loved whole. It forms part of the 84-mile Enchanted Circle Scenic Byway, the loop that circles through the mountains and valleys of northern New Mexico and connects the communities of the Enchanted Circle. Questa sits on that circle, and the highway north is one of its key stretches.

That combination is what makes this road worth a second look. It is at once a daily route for local people, a segment of an 84-mile scenic byway enjoyed by visitors, a road numbered as State Road 3 since 1930, and a corridor that loosely traces the north branch of the Old Spanish Trail.

Since 2022, it has carried one more layer of meaning. The Senator Carlos R. Cisneros Memorial Highway name asks every traveler who passes the signs to remember a Questa man who spent 34 years, from 1985 to 2019, representing his community and his state in the New Mexico Senate.

Roads are easy to take for granted, just pavement between here and there. NM 522 rewards a slower reading: a memorial to a hometown senator, a state road since 1930, a shadow of the Old Spanish Trail, and a piece of the Enchanted Circle, all in a single drive north from Questa.
